The concept of socio-economic development has been developed.

At the new stage of reforms based on the principles of economic liberalization and the widespread introduction of market mechanisms, increasing the effectiveness of the next work to reduce the role of the state and expand the participation of the private sector in the economy requires the development of a specific and transparent mechanism for managing the economy aimed at results.

At the same time, the tasks to improve the level and quality of life of the population in the regions, in particular to reduce poverty, are largely directly related to the organization of new and stable jobs by creating fundamental conditions for increasing the competitiveness of all sectors and spheres of the economy and the development of entrepreneurship.
This, in turn, requires ensuring consistency in the activities of ministries and departments involved in structural transformations and economic development, the introduction of a modern and inclusive institutional system based on the prompt identification and elimination of the following problems and obstacles:
first, the process of ensuring compliance between macroeconomic stability, goals of economic growth and structural transformations, the introduction of an effective system and mechanisms based on modern models of forecasting the management of economic cycles formed under the influence of external and internal factors is lagging behind;
second, due to the lack of an integrated system, coordinating body, regulatory framework, assessment methodology and criteria for the development and implementation of measures aimed at reducing poverty, as well as specifically designated tasks of social support and engaging in entrepreneurship in this area, the effectiveness of work carried out in relevant populations remains low;
